Aaron, inform the guest house owner or hotel reception where you are staying of your proposed route, car number etc. Many will have special forms for that very purpose. Otherwise tell a partner of friend.
To contact mountain rescue, you or someone else should simply phone 999, as I believe it is still the police who decide if MRT should be involved. But of course, you do all you can to ensure that a callout will not be necessary. Wear suitable clothing for the weather and terrain, especially the right footwear. Take crampons if ice is expected. Check the local forcast before setting out. Ensure that you have map & compass plus simple survival gear, such as spare food, water, space blanket. Of the hundreds of thousands of people who walk the fells every year only a very, very small fraction of 1% get in to any type of difficulty. HTH.
